As you slowly turn it out it should begin to idle smoother and the idle speed should come up. If you have the correct pilot jet then before you get to 3 turns out on the fuel screw the idle will go up, peak, then start to slow down again. Set the fuel screw near where it idles the best.

Its so strange because when I release the throttle it just goes back into place, I also tryed usng the throttle cable on other bike. Its a head scratcher for sure! On my bike, if I block the fly-weights so that the ignition is fixed at fully retarded, I can still rev the engine to as high as 2500 rpm.
