Why does my rear drive belt make a squeal sound?

The squeal is from the rear belt as it rubs on the side of the rear pulley.I have tried to keep the belt aligned to the left like the manual says. but always just touches the right side. Maybe with the torque the axle moves slightly even with the axle nut tight. When I readjust it the noise is gone.

Noise is worst when in gear and pulling through throttle range. No noise when clutch is engaged or bike is in neutral and bike is not pulling, no noise when I back off of throttle and coast.
