Is the throttle set to low on a Polaris?
As far as the idle being set to low, that’s not a problem- as long as I touch the throttle and take up the small amount of freeplay (1/16″) it idles fine, before I ever move the throttle cable. I just don’t like the fact that when I stop I cannot take my thumb off the throttle or the bike dies.

Can a Polaris ATV idle with the choke on?
Having the choke on and idles proves it is NOT the CDI. The CDI doesn’t know when the choke is on. I’d dump some seafoam in it and go run the piss outta it, bet after a half tank or so it’ll clean right up. There are teeny tiny passages in the side of the pilot jet that get plugged up.

I siphoned out and put in new gas, tried running it with the tank cover off to see if my vent was clogged. I pulled my fuel line to the carb and started it, when I gave it throttle it pumped more gas so I know it has gas to the carb. It’s a safety thing. If you are cruising along, try to stop, and the throttle cable is stuck, the contacts will connect when you let go of the thumb lever and kill the engine before you run wildly out of control and can’t stop. Oh, that makes sense then. I was like WTF?

The way it is designed to work, it would not be very likley for this saftey device to prevent a stuck wide open throttle. the contacts should not touch, if adjusted properly, at wide open throttle, unless the throttle breaks.
