Why does my turn signal on my Dyna not flash?

I have a ’94 dyna wide glide and whenever I use the turn signals they do not flash, if I hit the right signal it just lights up soild and does not flash and that goes for the left side as well. I went to the dealer and asked what would cause this problem my first guess was a relay but the dealer said it was most likely the turn signal module.
