You just as well take the carb off (and apart) and remove the jets, soak it in carb cleaner, and blow all the jets out with compressed air. If it’s been sitting a while, it might be “gummed up”, or it may have particles of crud in there hindering the movement of the needle, etc.

You can do a simple test to see if your floats have a leak. Take the floats out of the carb and submerse them in a bowl of hot water. If a little trail of air bubbles fizzes out of the floats, you have a leak. I have had this problem a few times and it was always the float sticking.

The fuel line is a simple piece of fuel-resistant rubber tubing that connects the fuel valve to the carb or fuel injection system. The material does not last forever, so after a number of years the rubber will harden and start to crack. This will lead to a rip or tear in the gas line that has simply deteriorated.

Lower the carb into the bowl of gas as you gently blow thru the fuel line. The float should float up and shut off the air when the gas level gets near the bowl mating surface. Sounds like you may have a piece of garbage stuck up in the needle valve area.
