Why are the high beams locked on my Outlander?
Of course a factory scan tool is cost prohibitive. However since we are seeing the high beams lock, this is a GOOD sign for the switch and the column ecu. If the column ecu were not seeing the headlight switch turn on, then it would not allow locking of the high beam unless there were a very specific failure (unlikely).
Why is the tail light not working on my Mitsubishi Outlander?
This can happen either via input not doing anything, or the output relay not working. In the latter case you can actually put your hand on the front ecu and feel it while turning the switch from off to Tail to Head. You should feel a click on each position (tail light relay and headlight relay engaging).
