Is it OK to flash the high beams?

High Beams are OK< I can lock them and/or flash them no problems. Checked fuses all OK, no power on the fuses for low beams. Any ideas? There really is nothing to consider here besides the column ecu/switch and the front ecu (relay box) if you are not seeing power at the fuse.

Of course a factory scan tool is cost prohibitive. However since we are seeing the high beams lock, this is a GOOD sign for the switch and the column ecu. If the column ecu were not seeing the headlight switch turn on, then it would not allow locking of the high beam unless there were a very specific failure (unlikely).
