So I did a little more research (the internet is a wonderful thing) and found the DC CUT fuse is also referred to as DCC fuse. This is a fuse that shuts down power to the entire car. It is used when transporting the vehicle to keep the battery from discharging.

If I leave the car sit for a few hours and try to start it with a fresh fuse, it will run for ~30 seconds, then the fuse will blow. If I replace the fuse and try to start it right away, it will blow the fuse as soon as I turn the key to “on”.
