No blown fuses. I pulled the main fuse panel under the hood (thinking that it feeds the smaller panel on the dash), checked for power- all are good. Cleaned and reattached the main battery ground with no effect. The problem started intermittenly when it reained heavily, now it has stayed that way regardless of weather.
