Why does my light ballast not turn on?
One clue that your ballast is the reason for a non-working fluorescent light is the light bulbs struggle to turn on. As I said in the intro, we noticed this happening over a 3-4 week period. A good way to check that your ballast is the culprit is to turn on a voltage detector and hold it next to the wires supplying power to the ballast.

Is it normal for LED lights to not turn off?
Just bought new flush mount ceiling LED lights. the light in the hallway has 2 switches to it and this light does not completely turn off when flipping the switch off. The tabs are always dimly lit. Is this normal?
Are there recessed lights that do not go on?
Yes. Here is a pic. wires are spliced together color to color and recessed lights do not go on. 2 other outlets are dead in bathroom and same readings at switch box. 0 volts from white to black. both non working outlets have the same wiring configuration 2 sets of wires.

Do you need to change the ballast on a light fixture?
If the fixture had an older magnetic ballast then you may consider upgrading the fixture ballast to a solid state ballast. In most cases the sockets will not require changing, but again, you will need to match the lamps to the ballast.
How do you disconnect a light fixture from a house?
Disconnect the light fixture’s wires from the house wires by twisting off the wire connectors and untwisting the connections. Make note of how these wires are connected because you’ll reconnect the wires of the new fixture the same way.
