Erratic idle like you have is the TPS. A faulty IAC would give a constant idle (high or low) and a fault code for the IAC. Erratic is normally the TPS. Why is my car hard to start cold or runs poorly?
Those are your main causes of cold start enrichment failure. I suppose a fuel pump could be weak, and not be able to deliver enough fuel. Or a fuel pressure regulator could be going out.
