And my WK2 Parking Brake holds my WK2 in Neutral on steep inclines, I haven’t tried severe inclines yet, but from what I’ve seen so far it should handle it. If your parking brake only holds on a flat surface, that is not normal, the parking brake needs adjustment or repair.

BTW, when you remove the rear rotors, rust & corrosion can cause a ridge to form on the unswept area of the drum, this will keep the rotor from coming off because the ridge is hitting the shoes. So whoever removes the rear rotors, likely had to back off the shoes to get them to come off.
