What kind of noise does a truck make when it goes over bumps?

What makes the flapping noise under the driver’s side?
The end furthest forward is NOT secured very well. You can “flick” the front edge with your fingers and you will recreate the noise. I just stuck some closed cell foam in, above the plastic shield to stop it from vibrating, when air flows in that area. Closed cell foam/weatherstrip does not absorb water.
