In the software live data was still showing NGC/SKREEM engine kill command and the immobiliser lamp is constant red on the dash SO I programmed a new key and then changed the vin of the PCM to the donor vin of the WCM. As soon as I did that the NGC/SKREEM status changed to ENGINE RUN COMMAND.
