Check your fuses to see if any have gone bad. Remember that your car or truck might have more than one fuse box. This should be covered in your owner’s manual or a proper service manual. Another reason for getting no reading is that the scan port has become clogged with dust after years of not being used.

Check the 15A “CIG” fuse under the hood, that is what powers the DLC, if that fuse is not blown then you have a very od problem, wiring problem maybe If I recall correctly you need to check fuse 41 under the hood. As stated earlier the accessory outlets are on a different circuit from the cig lighter which also powers your OBD port.

Check the fuse box (Power Panel), it might be the reason why PCM isn’t able to receive power as well as communicate.

The cigaratte lighter fuse powers the OBD11 plug. There is only one cig lighter plug. The other outlets are accessories plugs and work with the key off. The cig plug only works with the key on. Make sure a prong is not bent and not making connection. Most people assume because an accessory plug works the cig plug works too, not true.

My 1999 E320 has a dead 16 pin OBD II port under the dash – it died a couple weeks ago shortly after I had plugged my wi-fi transmitting code reader into it and was getting ready to read the codes on my Iphone when I lost signal. I assumed that the transmitter in the code scanner had failed, not the port itself.

My 1999 E320 is a W210, rather than a W203 as the OP, so the fuse layout is likely different. Thanks again. It is at the passenger side under the module box lid. Remove the lid (4 bolts), find the K40 fuse / relay module.
