If you unplu the harness and the gauge reads empty then yes the gauge works, if the power wire is shorted to ground, because of abrasion, or bad insulation then it will cause the gauge to read full. To check the gauge unplug, it should read empty, take a wire and short the hot side to ground it should go to full.

The gas gauge might interpret voltage feedback from a dead sender as FULL or EMPTY, consequently pegging the gauge no matter the actual fuel level. Circuit Problems can cause the gas gauge to stop functioning normally.
