Dealership claims low brake pad caused issue, therefore wear & tear. Due to no prior brake issues/slow braking/ squeaking, and current mileage, I’m of the opinion that brakes locked due to design or mechanical issues rather than lack of maintenance.

Where are the front brakes on a jeep?

SHould only be the rear wheels. Front brakes don’t have e-brake. Look at the diagram closely, they are only on the rears. Overly tight drum brakes in the old days was caused by backing up out of the driveway/parking spot frequently and aways the same direction.
