Sounds like your primary is engaging too soon, causing the engine to bog and power out. Either jack the back end up off the ground or take the belt off and see if the engine will rev freely or if it still won’t rev over 4000 RPM. This will tell you if it’s an engine power issue or possibly a drive train issue.

Why does my car cut out at 3500 rpm?
Tromp on it and she’s a tire shredding beast, untill it starts getting to 3500+ rpm, not so bad in 1st gear but 2nd is worse and 3rd is real bad. Damn thing starts cutting out/sputtering have to let off. Have checked the timing, spot on 38* all the way.
