How do you check the voltage on a Harley Davidson regulator?
To check the regulator unplug it from the stator. Take a test light and clip it to the negative terminal of the battery and then touch first one pin and then the other on the plug that goes to the regulator. If you get even the slightest amount of light from the test light the regulator is toast.

I have a question just for my knowledge and maybe some others. I’ve noticed on my ’08 SG with 90,000+ miles now that the voltage meter at start up is around 14.5-14.7 volts. After riding some time on the freeway, it goes down to around 13 volts and then when I get off doing streets, it goes back up to 14.5-14.7 volts.
Why does the Volt gauge fluctuate while the engine is running?
If you have voltage fluctuations while the engine is running it is an indicator of a problem with the charging circuit, or a major short. The battery condition is not related to the voltage guage unless it is really shot, and we can see this is not the case. Either you have something kicking in and causing a major draw, or a bad voltage regulator.

Sounds like a bad connection under the gauge to me. A bouncy fuel gauge for that year bike is common, sounds more like the gauge. The gauge is only a means of registering the output from the potentiometer in the fuel tank. A bouncing gauge will be the result of fuel sloshing in the tank more so than the gauge itself.

One more obvious Harley voltage regulator symptoms is that the cluster displays erratic or inaccurate readings. You might see the speedometer jumping up and down or various gauge lights flashing on and off.
