My advise is not to leave the Subaru Dealer until they understand your issue and resolve it. The 4th gen outback doesn’t have a power lift gate. I too have noticed a slightly reduced opening of the manual rear hatch on my 2013. I wonder if it has to do with the gas struts.

I removed the whole piece of finishing trim that the subaru logo is on and the harness is contained behind that. Easy to remove, just removed the plastic wall/trim inside the hatch and removed the rear wiper (3 nuts) and the finishing trim (5 nuts).
