Why does my 1992 Evinrude idle all day?

Ok guys, looking for a few pointers here on things to look for before I throw parts at it that will not fix the problem. I have a 1992 60hp evinrude. Motor is bogging down when i open up the throttle. It has become a little difficult to start but once started it will idle all day if need be.
