Why is my O2 sensor monitor not reset?
Also, does the fact that the O2 monitor test was incomplete although there was a code history give you any ideas of what the problem could be? If there is a current O2 sensor code, the Monitor will not reset. The problem will need to be resolved with the O2 sensor, code cleared and drive cycle done.

No, having the headlights on should not effect the O2 monitor for setting. Since the O2 Sensor Heater Monitor completed, I’m confident I did the idle part of the cycle properly. Can a / C and ABS affect an O2 sensor?
Anyway- no. The A/C and ABS codes are not part of nor will they effect any monitors. Monitors are for “p-codes” only. If there is an O2 sensor problem, it WILL set a code, whether or not the monitor is not-ready or ready (and if it’s Not Ready, it won’t be, and i it is/was ready, it’s not anymore).
