yes, the first day you buy the cup all refills are free. All season that cup will be . 99 soda refill, and 1.99 icee (I think). And you can bring past years cups and any other Busch Gardens/Seaworld/waterpark cup from their family of parks for 1.99 refills.
How much are the reusable cups at Busch Gardens?

Can I bring water bottle into Busch Gardens?
Hard and soft cooler, glass containers, bags of food, picnic style meals including but not limited to sandwiches, sodas and alcohol may not be taken into the park. Bottles of water (one per person) and single-serve sized snacks (approx. 2 oz or less) are allowed to be brought into the park.
