What i do is kick the bike over with the choke pulled out keep revving it trying to stop it from bogging out. then put the choke in keep revving it until it warms up a bit. then it should tick over. Dont rev it highly at first tho. By any chance its not a Moklt carb is it ? Also they dont have a mixture screw on the bottom of the carb like normal.
