1) the Dupli-Color is best for IMPACT resistance/cushioning, the Rust-Oleum is for ABRASION resistance. 2) the Dupli-Color makes a THICKER coating that is more forgiving to the nature of the application surface, the Rust-Oleum will look as nice as it does for LONGER (I think).

It depends on your surface. If it’s bare metal, an etching primer is best. When painting my motorcycle last year with duplicolor metal specs, I primed with duplicolor filler primer sanded it then used duplicolor primer sealer. After painting I used duplicolor clear engine enamel and finished with a wet sand and buff.
