Yes. Daytime Running Lights (DRL) that also are high beam headlights work well with LED bulbs. Carmakers make the high beam headlight bulbs glow dim for DRL by sending pulsating power to the bulbs. The filiment in the incandescent bulb would just start to light up and you would flip the power off.
