Is the headlight on my car not working?

OK Headlight out – Right Pain in the a** but got it out (only releasing bumper along top, end & underneath), swapped over ballast and tested before re-assembly. Problem remains, exactly as before, check right bulb and confirmed its not working. The light movement functions fine when switching on headlights and all other bulbs work as they should.
