How do you meet whoever took the horn?
Approach the altar and take the mysterious note left where the Horn should be. Open the inventory, head to Books and reach the note (screen above) to learn that the person responsible for stealing the Horn wants to meet with you at the attic room of the Sleeping Giant Inn.
How do I get to Ustengrav depths?
There is an iron battleaxe by the middle alcove, and an iron helmet by the last alcove. The stairs up to the balcony are at the far end of the room, and there is a chest, two potions of minor healing, and a random potion. A stone bridge leads to the door to Ustengrav Depths.

Head out and on to the Sleeping Giant Inn in Riverwood. Speak to Delphine and request the attic room. Head to sleep only to be woken by Delphine, at which point she finally relinquishes the horn and also initiates the quest, A Blade In The Dark. Return to High Hrothgar once you can and present the horn to the Arngeir.
Where is Arngeir?
He can be found meditating in one of the wings of High Hrothgar, sleeping in the bedroom at the western end of High Hrothgar, or in the High Hrothgar Courtyard behind the building.

A solution is to go outside and close the big gate that you had to use Whirlwind Sprint with. The Greybeards will then follow you inside and you can learn the final word of the shout.
