Hosting on your own LAN is really simple. Just start the game and go to custom games, start the match. Then your friends can join by using the console. Then look for the IPv4 Address.

If you both have a closed or limited connection you may not be able to connect to each other. Some of my friends on XBOX 360 had this same problem and I had to host parties and or lobbies for them. You can always see your lan type on BO2 if you go to the lobby set up on BO2 Multiplayer. It should be in the bottom left.
