Is Finland part of ECB?
The Bank of Finland participates in the preparation, decision-making and implementation of the Eurosystem’s monetary policy. Erkki Liikanen, Governor of the Bank of Finland, is a member of the ECB Governing Council and participates for instance in the decision-making on ECB key interest rates.

Is ECB supranational?
The creation of the euro area and of a new supranational institution, the ECB, was a milestone in the long and complex process of European integration. To join the euro area, the 19 countries had to fulfil the convergence criteria, as will other EU Member States prior to adopting the euro.

The Governing Council assembles twice a month in Frankfurt, Germany. It has two types of meetings: a monetary policy meeting, held every six weeks, and a non-monetary policy meeting in which it discusses the other responsibilities of the ECB. The meeting dates for 2021 are as follows.
Why was ECB created?
The ECB was established by the Treaty of Amsterdam in May 1999 with the purpose of guaranteeing and maintaining price stability. On 1 December 2009, the Treaty of Lisbon became effective and the bank gained the official status of an EU institution. When the ECB was created, it covered a Eurozone of eleven members.
