Is there any Enclave in Fallout 4?
They were destroyed in FO2 and then destroyed again in FO3. There’s a reason you only see remnants of the Enclave in FNV, after all. Presumably the Enclave was thoroughly annihilated on the east coast, and any surviving Enclave members went into hiding.
Can you join the Enclave in Fallout?
You can’t join the Enclave, they always go hostile to you. You can, however, help carry out their plans. You can put the modified FEV into the water purifier, which was part of their ultimate plan for it in the first place.

They are both based of parts of the old US and they both fixate of technology. They even go as far as they both have huge bases no normal person can get to (Oil base and Prydwen). They are extremely isolationist and use energy weapons. Lastly they both believe they are saving the wasteland.
