Are Altmer evil?
The Thalmor are evil, but Altmer in general are as morally varied as any other race. However, many Altmer that opposed the Thalmor were assassinated following their rise to power, including Ocato from Oblivion. As such, most Altmer in positions of political power by the time Skyrim takes place are evil.
