You could still have a fuel pressure problem. Even though you have replaced the fuel pressure regulator, you could have a problem with the fuel transfer pump. I would install a PSIgauge and check the fuel pressure while cranking. The C7 needs at least 25 psi to start.
How can I test my ACERT cat engine?
The only way to test would be to install a cutoff valve at the inlet fuel line to the pump and the return fuel line at the regulator. When the engine is shut down, turn one of the valves off and wait. Then open the valve and see if it starts. If it does, you’ll know the part near the valve is where the problem is.
