Why are the vents not working on my 1999 Camry?
When I was researching this a few months ago I typed in the following to google, “1999 camry ventilation direction not working” and had quite a few hits come back all similar to what we are experiencing. Will blow hot/cold, yet only at the top vents (face) and no other vents.

The mechanical fresh / recirculate selector is above the blower motor however the air outlet servomotor is physically on the drivers side many inches above the accelerator. Look for a round white plastic piece about 3″ in diameter.

Can a Camry switch from hot to cold air?
Oh and the A/C light does come and it will switch from hot to cold just fine. The motor itself is called the Air Outlet Servomotor. It could be the switch, but, as I recall, it seems to be the motor mostly. If you download the appropriate factory service manual, you can look at several diagrams regarding this part.
