The fuel pump relay is grounded through the ECU. The fuel pump side gets it power from the fuseable link under the hood, (which also powers the main relay). It is a very simple circuit. Have you tried just disconnecting the ECU plug and reconnnecting it. If its a poor connection due to dirt that will usually clear it up.
