What kind of car compressor will not cycle off?

The compressor runs great and pressures are at right levels. When the low side pressure reaches 21 to 23 psi, the compressor should cycle off to prevent freezing, but it doesn’t. The evaporator freezes up blocking air flow.

I have a 1997 Saturn SC2. The compressor will not cycle off when the A/C is on. The only way I get it to turn off is when I turn the fan off or press the A/C button. I am worried about damaging my compressor. What could be causing this and how do I fix it?

Had a/c problems about a year ago. A/c would intermittently work. Pretty bad during daytime operation. Anyways took it to local mechanic. He said the compressor was on its way out. 30 seconds later his helper comes out and says he got it working.
