Tighten the adjuster and spin the wheel until the wheel locks. Then back it off 5 clicks or until the wheel spins freely. Do both sides. You should be good to go. Remember this, your front disc brakes do most of the stopping. Lotsa luck. When you say the E brake needs adjusting, it is usually done on the E brake cable.
