Handlebar vibration is usually a wheel balance problem . Lower air pressure wear the tire unevenly pretty fast and then , vibration begins . Check front tire , replace tire if needed and balance wheel/tire again , on that order . I don’t think it is a wheel issue. I can feel the vibration around 3000 RPM’s through all the gears.
