Why are my power door locks not unlocking?

Why are my power door locks not unlocking?

The power locks will lock just fine. When I press any unlock button, there is a clicking near/in the interior fuse box. There is no power going to any of the locks when I try to unlock them. All unlock fuses have no power when I check them with the test light. Is there something that I can check or fix to get power to these fuses?

Can a key fob unlock the passenger side door?

The passenger side will unlock all the doors if they are locked, but it will not lock any doors. I also have a remote key fob, it will unlock the doors if they are locked, but will not lock any doors, I do hear what appears to be relays clicking either way.
